Provides leadership, direction, and general administrative oversight to the Recreation and Tourism programs through marketing and plan development.
Oversight on the County park system grounds and structures, preservation of open spaces and scenic environments and the provision of leisure activities and services to citizens of all ages.
Also provides tourism marketing and support with the aim of attracting high potential visitors from all over the U.
S.
This position's role is to create and coordinate a comprehensive program for tourism and recreation through development, management, marketing and promotion for Chester County, utilizing strategic planning, community assets, industry knowledge and relationships.

Oversees the day-to-day administration of tourism and recreation, including without limitation, budget, capital projects, on-going maintenance, recreation, tourism, stewardship and development of assets, and citizen activities.

Page 1 of 5 JOB DESCRIPTION Works with advisory boards, elected officials, and other agencies to develop a comprehensive county-wide master plans and long-range plans for recreation programs including without limitation athletic leagues, instructional programs, camps and special events.
Facilitates and promotes ongoing research into new approaches and trends and recommends implementation of programs to assist community planning for the future.
Coordinates all Parks and Recreation and Tourism programs and projects for the County, ensuring that programs and activities are in place to meet the needs of all segments of the community.
Creates alliances with partners such as chambers of commerce, the S.
C.
Department of Commerce, SC PRT, area visitor bureaus, municipalities, etc.
Responsible for the protection of the County's recreational resources.
Promotes and develops safe and effective facilities and systems to maximize the public's enjoyment and use of the County's natural resources in harmony with environmental protection and stewardship.
Evaluates effectiveness of recreation areas, facilities, and services; studies local conditions and develops immediate and long-range plans to meet recreational needs of all age groups; continuously monitors and evaluates the efficiency and effectiveness of methods, procedures and programs; assess and monitor workload; identify and implement opportunities for improvement; review with County Administrator where appropriate.
Coordinate tourism marketing and public relations activities, direct and coordinate tourism industry research, tourist-related product development, sports marketing, and oversight for the County's related facilities.
Bring together all media platforms for effective outreach by being current on marketing trends, coordinating distribution of materials, and carefully reviewing editorial content and timeline of all visitor guides, maps, and brochures.
Design and implement tourism marketing programs and efforts to promote businesses and activities including without limitation agritourism, hunting/fishing, and cultural heritage tourism.
Create a marketing plan to include without limitation, social event listings, social media sites, websites, brochures, and print media.
Assist in the creation of tourism ads for local and regional publications.

Education and
Experience:
Requires a Bachelor's degree in recreation and parks administration, physical education, tourism, or a closely related field supplemented with two to three years of recreation management, or an equivalent combination of education, training and experience that provide the required knowledge, skills and abilities.
A Master's degree is preferred.
Must possess a valid and current state driver's license with no restrictions.
Must be bondable.
Must have prior experience working with the public and supervisory experience.
Must be CPR and First Aid certified or willing to obtain such certification.
Required Knowledge and Skills Must have a strong knowledge of safety requirements and of recreation programs and their management, along with a working knowledge of the rules of a variety of sports.
Knowledge of the principles and practices of local government management; knowledge of local government operations; ability to understand and articulate comprehensive operational policies and procedures; understanding of the Freedom of Information Act, privacy restrictions, and constitutional limitations; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with colleagues, elected officials, businesses, and the public; ability to exercise independent decision making on issues related to assigned duties.

Qualifications:
Must be able to display professional courtesy when working with the public.
Patience is required along with the ability to handle a level of amount of stress that can range from moderate to very high.
Occasionally may require long hours due to attendance at recreational or tourism events, County Council or Advisory Committee meetings, and other responsibilities that may be required.
Flexibility to work evening and weekend hours, and occasional overnight travel to conferences and training sessions may be required.
